Strasburg, VA is an incorporated town in Shenandoah County with its own code. Under Sections 22-64 and 22-65, the town has adopted the Virginia Maintenance Code as its property maintenance code, and a code official hired by the town manager administers it inside town limits. Below are the town's cart rules and complaint route, then how mouse control, rat control and rodent exclusion fit a house, a townhouse or an apartment.

Renting changes the first step. Under Section 22-67, a tenant who wants the town to act on a maintenance complaint must first show proof of contacting the owner, with the conditions set out in the table below.

The town cart, the code official and complaints

One Waste Management cart per household

All Town of Strasburg residents are automatically included in the town's trash program and cannot opt out, so a household inside town limits does not choose its own hauler.

  • Bag it, then cart it: The town's hauler is Waste Management of Virginia (WM). All household trash goes bagged inside the standardized WM cart; anything left outside it is not collected. The Town Office, (540) 465-9197, gives your pick-up day.
  • Lid down between uses: Section 70-68 of the town code keeps receptacle covers in place except while the receptacle is being filled or emptied.
  • Out after noon, not earlier: Under Section 70-65, trash goes to the curb after noon on the day before collection and before 7:00 a.m. on collection day.
  • Quadrants, bulk pickups, extra carts: Collection runs Monday to Thursday by town quadrant, with spring and fall bulk pickups. For more room, the town's Trash and Recycling page has an application to lease an extra WM cart.

When the town steps in, and when it does not

Section 22-65 adopts the Virginia Maintenance Code by reference for the town's existing buildings, occupied or vacant. Virginia's text of that code, in Sections 302.5 and 309.1, calls for structures to be free of rodent infestation and rodent harborage, with infestations promptly exterminated. Section 38-113 does not apply to land zoned for or in active farming, and one notice per growing season is reasonable notice.     About 23.4% of Strasburg's housing units are in buildings with 5 or more units, compared with 9.3% in Shenandoah County, and townhouse-type homes make up 15.5%, compared with 7.4% in Shenandoah County. Where walls are shared, ask for the whole building's openings to be checked, not just your unit's.

The town says virtually all exterior additions or alterations in its Historic Downtown Overlay District need some form of Architectural Review Board (ARB) review or decision, and Section 3.17.6 of the Unified Development Ordinance sorts the work into minor and major.

  • The district covers about 350 properties around Capon, Fort, High, Holliday, King, Massanutten, North, Queen and Washington Streets, plus three near Cool Spring Road and North Massanutten Street.
  • Minor under 3.17.6, no ARB review or application: replacing or rebuilding trim, gutters, siding, roofing, porches or windows with similar materials, or replacing broken panes, slates, shingles, outside doors, window frames or shutters without substantial design or material change.
  • Major under Section 3.17.6, needing ARB review and recommendation, including substitute siding over wood siding, adding or removing a window or door opening, and removing or rebuilding porches, chimneys and similar features.

Sealing that swaps like for like reads as minor; sealing that changes a material or an opening may need ARB review first. The posted Section 3.17.6 was updated in December 2015, so confirm with Planning and Zoning before outside work on a downtown property starts.

Before a visit, clear a path to the rooms where you have seen droppings or gnaw marks.

Section 22-65 applies the maintenance code to existing buildings whether occupied or vacant, and the weed rule in Section 38-113 covers occupied or vacant property, developed or not, apart from land zoned for or in active farming.
