  • Covered garbage containers: On premises zoned residential, commercial or industrial in the service area, Section 18-21 allows garbage only in tightly covered, leakproof containers, kept covered and secured until it is collected or hauled away.
  • Refuse left outdoors: County-wide, Section 18-3 bans leaving garbage, trash or rubbish outdoors in an offensive or unsanitary way in recorded subdivisions, on lots of one acre or less, and on commercial or multifamily lots.

Of these, only the maintenance code names rodents, in Sections 302.5 and 309.1; the grass, container and refuse sections do not. Hanover's Mechanicsville Convenience Center, at 7427 Verdi Lane, sits inside the CDP, and a June 2024 county news item called it the busiest of the county's centers.
