Rodent Control in Hackettstown, NJ

Who books the work depends on who owns the home

Hackettstown's mice and rats call for the same work in a rented unit or an owned house, from mouse control or rat control indoors to rodent exclusion on the outside gaps. The difference is who arranges it. Owners book a pro directly. Renters go through the landlord.

A 07840 mailing address does not mean Town rules apply: in 2020 the Town held only about 33% of the people in the Census area for that ZIP code, and the rest lived in parts of Allamuchy, Independence, Mansfield, Mount Olive and Washington townships, where Town code and Town offices do not apply.

What the Town asks of landlords

Article 6 of Chapter 7 in the Town code covers rental homes inside the Town of Hackettstown. Licenses run through the Landlord Registration Office at the Municipal Building.

Sections 7-41 to 7-47 never mention rodents and write in no inspection step, so a Town license does not by itself show a unit was checked for mice. Under Section 7-46, a licensed unit does have to meet the codes.

More shared buildings and renters than the county

Hackettstown has more of its homes in shared buildings than Warren County as a whole. Census estimates put 24.1% of the Town's housing units in buildings of 5 or more units, about twice the 11.8% for Warren County, and 30.8% in buildings of 3 or more units, against 15.2% for Warren County.

Renting runs well above the county level too: 42.2% of occupied homes in the Town are rented, against 24.9% in Warren County. In a rented home, the first step on mice or rats is a written request to the landlord, and the license rules above set what a licensed unit has to meet.

Where a complaint goes

  • Inside the Town, property maintenance complaints go to the Hackettstown Code Enforcement Office, which offers a Property Maintenance Complaint Form.
  • For a health nuisance such as rodents, the Warren County Health Department in Oxford (908-475-7960) is the local health department for Hackettstown, Allamuchy, Independence and Mansfield. Its nuisance program lists insect and rodent control complaints.

Bin and dumpster rules in Town code

  • No open bins: Section 11-72 bars residential and commercial property owners from allowing open or overflowing waste bins on their property.
  • Dumpsters stay covered: Under Section 11-112, whoever controls a dumpster or outdoor refuse container keeps it covered at all times and stops refuse spilling or overflowing. Individual homeowners' trash and recycling containers are among the exceptions (Section 11-113).

Sections 11-72 and 11-112 are written for litter and stormwater, and neither mentions rodents.

Section 7-47 also calls for a written lease with each tenant and bars keeping a rental as a nuisance. Check your lease, write to the landlord, and ask the Hackettstown Code Enforcement Office.

  • Section 11-72 of the Town code bars property owners from allowing open or overflowing waste bins, so for a property inside the Town, tell the Hackettstown Code Enforcement Office, which takes property maintenance complaints on its own form. Say what you saw and where, such as open bins, spilled trash, burrows or rats in daylight.
