What changes when the home is manufactured

Largo, Florida, is the incorporated city its own government places in the heart of Pinellas County, not Key Largo, which the Census lists in Monroe County. About 12,198 of Largo's homes are mobile homes, and Census estimates count about 6,435 of the occupied ones as lived in by their owners. In any Largo home, rodent removal clears out rats or mice and rodent exclusion closes the gaps they used; under a manufactured home, that includes the skirting and its vents.

Three structure types make up most of Largo's housing. About 29.5% of units are single-family detached houses, 30.2% are in buildings of 5 or more units, and 26.1% are mobile homes. Across Pinellas County, 48.0% of units are detached houses, against Largo's 29.5%. Largo's mobile home share is 26.1%, against 9.0% across Pinellas County. Clearwater, at 5.3%, and Seminole, at 13.0%, have lower mobile home shares than Largo.

Largo's development code allows manufactured homes only within approved manufactured home developments. Each needs HUD certification, shown by a red label on each section, or a licensed engineer's finding that it meets the housing codes, judged by Chapter 18 criteria. That chapter's Section 18.2.5 holds the city's rodent rules. When you buy or move a home, ask for the underside to be checked for droppings, nests and gnawing.

Who exterminates, from houses to park lots

Under Section 18.2.1 of Largo's Comprehensive Development Code, the city's Property Maintenance Code applies to all existing residential and nonresidential structures and premises. Section 18.2.5.F assigns extermination to the owner or the occupant, depending on the building and the cause. Florida's Chapter 723 adds duties where a mobile home sits on a rented lot in a park of 10 or more lots.

The sections in this table do not say which row fits a home you own on a lot you rent, and neither 723.022 nor 723.023 mentions rodents. Section 18.2.5.F(4) makes the occupant of any structure responsible for keeping it free of rodents. Ask Community Standards how the city code applies, and treat this table as a summary, not legal advice.

A standard for the yard as well as the building

Section 18.2.5.B(4) of Largo's code keeps all structures and exterior property free from rodent harborage and infestation. Rodents found are to be exterminated promptly by processes not injurious to human health, and precautions are then to be taken to eliminate harborage and prevent re-infestation. Under 18.2.5.C(3), foundation walls stay free of open cracks and breaks so rodents and other pests cannot get in.

Openings to check on a manufactured home

HUD's Model Manufactured Home Installation Standards, 24 CFR 3285, set minimum requirements for the initial installation of new manufactured homes. Where a crawlspace has skirting, they call for vent covers designed to prevent rodent entry, and they call for seam gaskets or other methods designed to resist it. They are federal installation standards, not a rule for every Largo home or a finding about any of them, but they make a practical inspection list where 26.1% of housing units are mobile homes.

  1. Vent covers in the skirting

    Section 3285.505(d) calls for each skirting vent to be covered for its full height and width with a perforated, corrosion-resistant covering designed to prevent the entry of rodents. Ask the inspector to look at every vent for rusted, torn or missing covers.

  2. Seams between home sections

    Under Section 3285.801(e), the manufacturer of a home built in sections provides mate-line gaskets or other methods designed to resist the entry of rodents, among other things, where seams are exposed to the outside. Have exposed seams checked for gaps or gasket material that has pulled loose.

  3. The skirting access panel

    Section 3285.505(e) calls for an access opening, located so utility connections under the home can be reached. Make sure the panel closes tight again after each plumbing, electrical or cable visit.

  4. Dryer vents through the skirting

    Under Section 3285.505(f), dryer vents and combustion air inlets pass through the skirting to the outside. Ask for the cut-out around each one to be checked, since a loose fit can leave a gap into the space under the floor.

  5. Cracks in a house foundation

    For any building with foundation walls, Largo's Section 18.2.5.C(3) keeps foundation walls free of open cracks and breaks so rodents cannot enter. Point out any crack you have noticed along the base of the walls.

Dumpsters, carts and what sits in the yard

Largo's solid waste code lets mobile home parks, high-density residences and single-family attached homes subscribe to front-load dumpster service with city approval. Scheduled curbside service includes one city cart collected twice a week. None of these container rules mentions rodents, but each one can limit what rats find to eat.

  • Lids fastened, bins kept clean: Section 20-69(c) says a container's lid is securely fastened to its top, and 20-69(d) has the subscriber keep containers clean and sanitary. Tell the park office when a shared dumpster lid is broken or left open.
  • The cart set-out window: Carts may sit near the curb from 6:00 p.m. the evening before collection, and by 7:00 p.m. on collection day they have to be back, under Section 20-71(b).
  • No waste left piling up: Section 20-103 bars letting solid waste build up for longer than four days without disposal arranged, or leaving it outside the required containers.
  • Nothing stored in the open: Section 11-47(a) bars keeping totes, tarps, building materials, discarded appliances, indoor furniture or debris outside a fully enclosed structure; 11-46 counts used scrap or lumber and cleared or fallen trees as debris.
  • No tarp tents for storage: Section 11-47(b) also rules out tents or pole-and-cover structures used for storage or as a carport. Shade sails over side and rear patios are exempt.
  • Overgrowth on a nearby lot: Section 11-48 treats overgrowth with a mean height of 12 inches, or piled debris, as a nuisance on land within 100 feet of a boundary or right-of-way and on developed lots under ten acres.

If you keep firewood, stack it on a raised rack away from the walls and the skirting, and look behind it now and then for droppings or nesting.

  • Rodent Exclusion

    With 26.1% of Largo's housing units in mobile homes, exclusion here can cover skirting vents, section seams and utility cut-outs as well as rooflines and doors. Ask for each opening to be named in the quote.

  • Rat Extermination

    Largo's Section 18.2.5.B(4) keeps exterior property, not only the building, free from rodent harborage. A rat plan here pairs trapping with clearing what Section 11-47 already bars from open storage, such as totes, tarps and building materials.

Checking a company before work starts

Florida's agriculture department, FDACS, licenses the pest control industry under the Structural Pest Control Act. These checks come from its consumer guidance and apply to whichever company you are matched with.

  • Ask for the business licence: The state issues each active pest control company a numbered business licence every year, and its number starts with JB. You can ask the company for a copy.
  • Look it up yourself: FDACS says you can check online whether a company or person is licensed or certified, or call its office to verify.
  • Look at the truck: FDACS says service vehicles used for pest control must be permanently marked on both sides with the business name registered with FDACS. Its rule exempts some owners' and operators' personal vehicles not regularly used for the work.
  • Trappers carry a different card: Some rat work is done by wildlife trappers rather than pest control firms. Their FDACS Limited Commercial Wildlife Management Certificate carries an LW number. It allows traps and exclusion, not pesticides or running a pest control business.
  • Complaint history on request: On request, FDACS reports the written consumer complaints in a company's file for the last three years and how they were resolved.
  • Pesticide details on request: FDACS says a company must tell you, when asked, the brand or common name of the pesticide used and its active ingredient.

What Affects Rodent Control Cost in Largo?

  • One home or the park's common areas

    If neighbours on nearby lots see activity too, ask the park office what it is doing in common areas, which Section 723.022 has the park owner keep clean. Ask whether your quote covers only your home and lot.

  • Park approval before outside work

    On a rented park lot, Florida's Section 723.023 calls for the park owner's written approval before exterior modifications. Settle that with the park office before booking, so the job is not held up.

  • Your unit or the shared areas

    In a building with two or more units, Largo's Section 18.2.5.F(3) puts extermination in public or shared areas and exterior property on the owner. Ask whether a quote covers only your unit.

Common Questions About Largo Rodent Control

  • Neither the Florida sections on park and home owner duties nor Largo's extermination rules answer that directly. Section 723.023 has you keep your lot clean, neat and sanitary, and Section 723.022 has the park owner keep common areas clean and their buildings and improvements in good repair. Largo's Section 18.2.5.F(4) makes the occupant of any structure responsible for keeping it rodent-free. Start with your own home and lot, and tell the park office in writing if activity comes from a common area.

  • Ask for the company's Florida pest control business licence, whose number starts with JB, and look it up in the FDACS online database or confirm it by phone with FDACS. Service vehicles should carry the business name on both sides. A wildlife trapper doing rat work may instead hold a certificate numbered from LW, which allows traps and exclusion but not pesticides.

  • Possibly. Florida's Section 723.023 has a mobile home owner get the park owner's written approval before any exterior modification or addition, and it does not say whether sealing work counts. Ask the park office before booking, and hand them the pro's list of openings to be sealed.

  • Community Standards takes it: file the online Report a Code Violation form or phone 727-587-6799. Section 11-47 of Largo's code bars keeping debris, tarps and building materials outside an enclosed structure. Under Section 11-49, a violation brings a notice with a compliance date; if the person notified neither fixes it nor asks for a hearing, the city may do the work and place a lien on the property.

  • Before leaving, clear out food, pet food and bird seed, take out every bag of trash, and check the skirting vents and access panel. Have any gaps you already know about sealed before you go. Ask someone to walk around the home now and then, looking for droppings, gnawing or a panel out of place, and to call you if they find any.

  • Largo's Section 20-31 lets mobile home parks subscribe to front-load dumpster service, and Section 20-69 says a container's lid is to be securely fastened and containers kept clean and sanitary. Bag food waste, close the lid each time, and never leave bags on the ground beside the dumpster. Tell the park office when a lid is broken or left open.
