Brooksville, Florida, is an incorporated city and the county seat of Hernando County. About 26.4% of its housing units are mobile homes, and about 19.4% were built before 1960. For rats or mice in homes like these, the inspection should take in the gap between the foundation and the ground as well as the roof. Once it finds the way in, rat control or mouse control clears out the rodents, and rodent exclusion seals those entry points afterward.

Brooksville's housing is older than the county's: about 19.4% of its units were built before 1960, compared with 3.1% across Hernando County and 0.8% in Spring Hill. The city's median year built is 1982, against 1991 for Hernando County.

The build year tells you what to ask, not where the gaps are: whether the house sits on a slab or is raised, and whether any additions went up later. Ask for every side of the house to be checked, and underneath it wherever there is access.

Downtown frame buildings on masonry piers

The city's survey of older buildings in the downtown Main Street area counted 42 Frame Vernacular buildings, built from 1858 to 1962. It describes them as wood framed and "set upon a masonry pier foundation" that lets air move underneath, and several are homes. The survey covers downtown only, so it says nothing about houses elsewhere in the city.

A separate city document, the Historic Preservation Design Guidelines, says pier-and-beam foundations, common in older buildings, let air under the house but can be susceptible to intrusion by "critters". It advises that foundation inspections include a check for critter intrusion. The guidelines speak of older buildings in general and do not name rats or mice.

The Historic Preservation Design Guidelines include these steps for pests in historic buildings. They do not name rats or mice, but both steps fit a rodent problem under a raised floor.

  • Seal the gaps: Seal voids in the building envelope, the openings pests use to get inside, as the Historic Preservation Design Guidelines advise.
  • Gentlest removal, and never seal one in: Use the least invasive removal, and never trap one inside; the Historic Preservation Design Guidelines warn, using bats, that a dead animal means costly damage and a lasting odor. Make sure rodents are gone before sealing the last gap.

Hernando County's garbage page notes that the City of Brooksville runs its own collection and tells city residents to call (352) 540-3810, so the county hauler's rules on the Spring Hill page do not apply here. City trash rules in Chapter 70 speak of animals rather than rats or mice, but these habits keep garbage out of their reach too.

  • Set out in the window: Under city code 70-82(a), the curb window for bags or cans runs from 8 p.m. the day before collection to 8 a.m. on collection day.
  • Clean up animal spills: Under 70-83, customers clean up bags torn or cans spilled by animals. Under 70-35(7), leaving refuse that animals scattered in the public right-of-way is unlawful.
  • Store at the side or rear: Between pickups, the city's property maintenance code, section 308.3.3, keeps garbage containers inside or at the side or rear of the house, never in the front.

An overgrown or junk-filled lot inside the city can be reported to city Code Enforcement at 352-573-8540; Section 38-92(a) names a haven for rats among the harms it guards against, within its zoning, distance and farm-land limits.
